义务教育论文：怀宁县义务教育资源配置研究

【中文摘要】基础教育均衡发展是教育理论和实践的重大课题。基础教育均衡发展是教育公平的客观要求,也是落实科学发展观,构建和谐社会的必要条件。县域范围内基础教育均衡发展是国家的战略决策。本文以安徽省安庆市怀宁县基础教育为研究对象,通过教育均衡理论构建的指标体系对怀宁县基础教育均衡发展的现状展开实证研究。研究发现由于历史、经济发展,教育政策等原因导致了教育资源配置的不均衡,影响了怀宁基础教育在数量上和质量上发展的不均衡。怀宁县政府及教育局在十一五期间制定了如加强农村教师队伍建设、校与校结对子、加大农村教育投入、农村学校布局调整等一系列的政策措施,推进基础教育均衡发展,目前县域范围内基础教育非均衡现象得到有效缓解,但是教育均衡仍然未从根本上发生转变。本文在研究分析怀宁县基础教育均衡发展现状及推进过程中遇到一些新的困难和问题基础上,结合怀宁县社会、经济、教育发展实际,着眼长远,提出了制定教育发展规划、推进教育布局调整、建立经费保障机制、加强教师队伍建设、加快教育信息化建设政策建议进一步推进教育均衡发展,提高教育质量和提升教育发展水平。基础教育均衡发展是一个动态过程,是一项系统工程,发展道路任重道远。在推进教育均衡发展的实践中不断探索完善教育制度,科学规划教育发展,以提高县域教育整体质量来促进基础教育均衡发展。

scientific outlook on development and Constructing harmonious society.Compulsory education equal development in the scope of the county is national important strategic decision.This paper with basic education of huaining county as the research object.It study the development present situation of basic education of huaining county though building indexical system of educational equality.It has been discovered that the education resources allocation is not balanced because of history, economic development, education policy and so on.Basic education of huaining county is unbalanced development in quantity and quality.During the 11th five-year plan period, huaining county government and education bureau formulated a serires of policy measure to Promote balanced development of basic education.Non-equilibrium phenomenon of basic education is relax.but it has not fundamentally change.This paper analysis status and the proce of balanced development

education of huaining county.Based on new difficulties and problems and combined development of huaining county’s social, economic and education practical, it purpose a series of

policies to promote the balanced development of education.Improve education quality and promote education development level.The balanced development of basic education is a dynamic proce and a system engineering.the road of the balanced development of basic education is long.we should work hard to make it perfect.【关键词】义务教育教育资源教育均衡
