Today, the theme of my speech is awarene and suggestions about the concept of “give priority to the development of overseas”.In recent years, our company has been keeping up with the proce of internationalization, seizing the opportunity, opening up the international market constantly, the engineering projects are distributed in Asia, Africa, South America and other countries, the pace of “going out” of Group Cooperation is accelerating, the dynamics is increasing.The idea of developing overseas markets is in innovation, the structure of international economy changes from simplification to diversification, the international industrial chain extends from stub to multiple track, the international marketing expands from the economic le-developed areas to developed areas.This creates favorable conditions for implementing strategy of “going out”, we must seize this opportunity to continue to seize the advantage of “going out”, relying on the group brand, using the advantages of achievement made in overseas market, management, human resource and so on, being with the foresight, extraordinary thinking and the gesture of beyond, built up the concept system, resource system, management system and talents system of giving priority to the development of international busine.Through the integration and effective use of human, material, financial resource, time, space, information and other management elements, we look for new breakthroughs in the broad international market, open up new growth point of profit, achieve a win-win situation in the overseas market.However, how to accurately, timely, scientifically and reasonably determine the overseas target market and the enteringmodel of the corresponding market is an urgent problem to be solved in the proce that Chinese construction enterprises expand overseas market.I think:
Firstly, enhance the ability of technological innovation.Especially in today, eco-building design, sustainable building, green building, future lo system and other problems, all of them will become the theme of promoting the commercial value of building.Chinese construction enterprises must establish profeional organization to undertake the function of technological innovation and form a joint pattern of research and development inside the enterprise.Secondly, improve the quality of human resources.Although the construction enterprise has the characteristic of labor-intensive, but they want to gallop acro the overseas market, they must break through the bottleneck of talents.Enterprises should take that adapting to the international development as guiding, grasp markets’ requirements for the compound talents and complex technology, based on the prospective study for overseas operations and construction skills, cultivate the talents on the aspects of overseas operations, capital control, construction management, construction technology and so on.Thirdly, we should increase the management and control of market risk.For example, we should be familiar with overseas markets.The international market environment that overseas engineering is complex, only by understanding the rules of the game, can we form a good operating system.We should translate the bidding documents with high standards, read up the technical specifications accurately;carry out on-site reconnaiance carefully, know the situations of spot environment, resource, machines and tools, transportation, etc;understand the local conditions of language environment, customs, religious beliefs, habits and culture particularly;master the related polices, laws and regulations of target country, thus to thoroughly and accurately understand the project and furthest avoid risks.Also, we should pay high attention to the contract.Contracts of overseas projects are often more inclined to protect the interests of the owners, so the construction enterprises should keep their eyes open to pa “the barrier of contract” well.They should analyze and ae the terms of contracts particularly, including the responsibilities and rights of both parties, the technical requirements of the other party, the terms of compensation, environmental protection, insurance, patent protection and infringement, changes and claims, the relevant laws and regulations, etc.Only in this way can we strive for these terms, such as increasing the poibility of projects’ change, the price fluctuation of materials and equipments and so on, control the risk in the palm.
