外国专家管理制度总则
1.1 聘请外国文教专家到本校从事教学和科研工作，是我校国际交流的重要内容之一，我们必须十分重视，切实把工作做好。
1.2 外国专家的工作方针是：根据培养师资和教学工作的需要，有计划地积极而又稳妥地聘请具有真才实学的外国专家，争取最佳聘用效益，增进同国外学术界的相互了解和学术交流。
1.3 聘请外国专家的范围是：以英语专业为基础，逐渐扩展到其他专业学科。
1.4 外国专家教学的对象主要是外语专业学生、青年教师等。外国专家主要工作任务在于提高上述人员的外语水平上，不用于教授基础外语。2 聘请工作
2.1 学校外事处在主管校长的直接领导下，负责本校的专家工作。其任务是根据教学部下达的聘请计划，结合学校学科建设及教学、科研需要，物色专家对象，做好使用、管理和接待专家工作。

外国专家管理制度
为了维护国家的尊严和权益，维护外事工作的严肃性，同时保证在我国工作的外国专家的正当权益，特制定此外国专家管理制度。
六、聘用外国专家的各企事业单位、学校应尊重外国专家的个人宗教信仰，但不允许外国专家在我国进行传教、宣传宗教和从事与其身份不相符合的工作。
七、未经允许，外国专家不得兼任、接收其他企事业单位、学校的任何工作及从事以盈利为目的任何活动。
十三、聘用单位委托我公司派遣外国专家的（含外国专家人事外包服务的），统一由我司按聘用单位要求对外招聘、匹配，并由我公司办理有关证件、机场接送、培训、派遣并签署三方协议（三方协议指派遣单位、聘用单位、外国专家）。在三方协议上要明确三方的责任、义务，并明确三方的任何一方违约所要承担的违约责任。
