The Universal Declaration of Human Rights and the International Covenant on Economic, Social and Cultural Rights guarantee the right of everyone to enjoy the highest attainable standard of physical and mental health, including to medical care and services, without discrimination of any kind.《世界人权宣言》和《经济、社会、文化权利国际公约》都规定，人人享有可达到的最高标准身体和精神健康的权利，包括不受歧视享有医疗保健服务的权利。
The constitution of the World Health Organization refers to the physical, mental and social aspects of our wellbeing, which are closely linked.Mental illnees seriously affect our bodies and our social relationships, while physical health problems, especially when severe and protracted, can lead to social isolation and mental illne.世界卫生组织在其组织法中提及人类福祉中身体、精神和社会这三个密切相关的方面。精神疾病严重影响我们的身体和我们的社会关系，而身体疾病，特别是重病和慢性病，则导致病患在社会中陷于孤立并引发精神疾病。
