第一步：新企业勘验
First Step:The new enterprise inquisition.企业携带以下文件，前往加工地主管海关申请加工贸易企业勘验。
The enterprise takes the following documentation to local customs to apply for the inquisition.1.企业法人营业执照Busine license
2.加工企业生产能力证明Certification of productive capacity
3.加工贸易合同或副本Proceing trade contract or copy contract
4.海关注册登记表Customs registration form
5.土地使用证或产权证Land use certificate or Certificate of title
6.加工贸易业务批准证Approval formfor proceing trade
7.企业验资报告Capital verification report
8.上年度企业审计报告Audit report for last year
9.税务登记证Tax registration certificate
10.主要设备的清单和发票Major equipment list and related invoice.第二步：合同备案企业应交验的必备单证；
Second step:The enterprises should submit the neceary documentation for the record.1.商务部门签发的有效的《加工贸易业务批准证》；
＂Approval form for proceing trade＂ iue by Commerce department.2.商务部门签发的《加工贸易加工企业生产能力证明》；
＂Certification of productive capacity＂iue by Commerce department.3.加工贸易合同或合同副本，以复印件备案的必须加盖企业公章；
Proceing trade contract or copy contract, if use copy contract for the record, it must stamp a company seal.4.已填写合同内容并加盖企业公章的加工贸易登记手册；
“Proceing trade registration handbook”, already filled out the information from the proceing trade contract and stamp a company seal.5.国税部门备案证明（来料加工除外）；

7.为确定单耗和损耗率所需的有关资料；
Other related documentations to calculate unit consumption and attrition rate.8.海关认为需要的其他单证或资料。

Third step: Base program for the record
企业对外签订来料（进料加工）合同，报外经贸委主管部门审批，凭其签发的《加工贸易业务批准证》及其他必备单证到海关合同预录入，主管海关在三到五个工作日内对其合同审批（接单、初审、复审、部分三级报批），开设银行台帐，核发加工贸易手册。
The enterprise to sign a proceing trade contract with oversea customer, and go to COFTEC(Commiions for Foreign Trade and Economic Relations)to get approval.Then take “Approval form for proceing trade” and other neceary documentations to local customs for type in information into customs system, the customs will finish examine and approve in 3~5 working days.When the enterprise gets the approval from customs, they should opening a bank account and customs will iue “proceing trade brochure” to the enterprise.
