Dairy is the competitive and characteristic industry which can make the Inner Mongolia Autonomous Region strong and their people rich.Also it has become the pillar industry in IMAR’s economic growth.Enforcing the competitivene of dairy and stimulating the growth of it are not only the vital measures in proce of transforming “the number of dilated”, extensive, and traditional dairy economy made to the quality, efficiency, intensive and modern one.Meanwhile these measures are of great significance in stimulating sustained, rapid and sound animal husbandry economic development in IMAR.Based on the Michael Porter Diamond Model and current situation of IMAR’s dairy industry development, this thesis has done the research in 4 major core determinants and 2 major effective elements in domestic competitivene of IMAR’s dairy industry.The IMAR owns abundant factors of dairy production including high quality milk source, human resource, technology resource and capital resource.However the factor of production has become limiting factor in dairy industry growth, recently.The potential strong consumer demand exists due to the huge gap between the per capita poe and consumption in dairy, moreover the strong consumer demand exists in domestic and international market.The situation of dairy industry and other relatives is beneficial interactive and mutually promoting with the developing of the national economy and the improving of dairy industry’s concentration.The implementation of the strategy that 2 major dairy enterprises manage the operation has formed the solid foundation for further improvement of dairy’s competitivene in IMAR.The present circumstance of dairy is the following: The opportunities and challenges exist at the same time, the opportunities are more obvious.Especially the progreive standardization of dairy industry offer a golden opportunity for the organized and healthy development of dairy.Along with the vital guarantees from the policies drew up and implemented by the authorities.奶业是内蒙古的优势特色产业，兴区富国的基础产业，近年来已成为内蒙古畜牧业经济发展的一大支柱产业。促进奶业发展，提高奶业竞争力不仅是促进内蒙古奶业经济由数量扩张型向质量效益型转变，由粗放型像集约型转变，由传统奶业向近代奶业转型的重要
举措，同时对促进内蒙古畜牧业经济健康持续发展具有重要意义。
本文以波特钻石模型为理论框架，基于内蒙古奶业发展现状，研究了内蒙古奶业国内竞争力的四大核心决定因素以及两大重要影响因素。内蒙古拥有丰富的奶业生产要素，包括优质的奶源，人力资源，科技资源和资本资源，但奶业生产要素成为目前奶类发展的主要现在因素。内蒙古居民奶类人均消费量与人均占有量差距较大，未来奶类需求还有很大空间，此外，国内外市场空间也较为广阔。随着国民经济的发展，奶业行业集中度的提高，奶业产业也与其他相关产业形成了良性互动，相互促进的良好态势。以两大巨型乳业企业为领军，乳企经营战略的实施为内蒙古奶业的竞争力奠定了良好基础。目前，奶业发展机遇与挑战并存，但机会大于威胁，特别是奶业行业的逐步规
